在谈到收入分配改革时，温家宝说，解决收入分配问题，一要提高低收入者的工资水平，同时提高低保的保障水平；二要对收入过高的行业从总量和水平两个方面加以限制；三要保护合法收入，取缔非法收入，调节过高收入。他表示，将提高个人所得税工薪所得费用扣除标准。待国务院讨论后，报全国人大批准。
Talking about the reform of income distribution, the Premier said, “Three measures will be taken to solve the problem of income distribution. First, the salary of the low-income group, as well as the minimum living allowance, will be increased. Second, the excessively high personal income of certain industries will be contained in terms of volume and level.
